Chancellor George Osbourne delivered his first Budget yesterday and included in it a reference to changes to the Disability Living Allowance.
The Budget says: “The Government will reform the Disability Living Allowance (DLA) to ensure support is targeted on those with the highest medical need. The Government will introduce the use of objective medical assessments for all DLA claimants from 2013-14 to ensure payments are only made for as long as a claimant needs them.”
Epilepsy Action has received enquiries from people with epilepsy who are concerned that this may affect them. We do not yet know what the proposed medical assessments will involve. We will be monitoring the situation as it develops and will do everything we can to represent and protect the rights and needs of people with epilepsy. We expect that the government will consult with patient organisations before making any changes to the current system. We will question the cost effectiveness of carrying out medical assessments and ask that, if they go ahead, assessments be carried out by professionals who understand epilepsy.
Currently, applications for DLA are dealt with by a regional Disability Benefit Centre and decisions are not made by medical professionals. A Department for Work and Pensions (DWP) decision maker assesses the application using guidance called the A-Z of Medical Conditions. The guidance describes each medical condition. If a person’s medical situation does not match the description in the guidance, then the DWP may ask for a report from your GP or consultant. This may then be followed up by a medical examination by a DWP-approved medical professional.
