Tsai Huang Sue-Yin was born in Taiwan in 1948. Having graduated from Taipei Junior College of Nursing, she joined a group of nurses working in Germany. She returned to Taiwan in 1988. She first exhibited her ink paintings in joint exhibitions in the National Sun Yat-Sen Memorial Hall in Taiwan in 1997 and her oil paintings in the National Tainan Living Art Center in 2016. She exhibited her oil paintings most recently in a joint exhibition in the Chia-Yi Municipal Museum.
